ing of a laden ship for an easily concealed article like opium is practically an impossibility; and it is certain
that the second of your suggestions would entail an increase of cost out of all proportion to the benefit
obtained. On the other hand experience shows that inform-
ation leading to the discovery of opium which is being smuggled can be bought, and this Government has arranged to
increase at once the rewards paid for such information.
7. It would be of considerable assistance to
this Government if the Authorities in Manila would inform this Government of all seizures of smuggled opium made and of the circumstances in which they were made; and if at the same time samples of the oplum seized could be furnished. The latter procedure would assist this government in trac- ing the source from which the opium was obtained. I shall be glad if you can arrange for those suggestions to be
carried out.
